Echo dot 2 and my cable box questions

I'm planning on getting the echo dot 2, TP link light bulbs and KMC smart plugs. I want to be able to control my cable box with Alexa. Would I need a Harmony hub? Will that work? I also read a thread about Blumoo and it sounds like it will do what I want. I really need some advice on how this can work
