Newbie here...

I’m wanting to setup Alexia calling for my father who lives with me. We have an echo dot.

A couple of questions/concerns.

Does the Andriod 5 or greater cell phone (my cell phone) that is used to setup Alexia calling need to be near the echo unit in order to make a call with the echo dot ?
I ask because my plan is to use the ‘set-up/ my phone’ to receive his ‘echo calls’ via the phone. In addition I hope to use the Alexia app on my phone to use the ‘drop in’ to the echo near him from when at work, etc.

If any of the above scenario is not possible is not possible, I also have an old Android 5 phone that has no service. Could it be used for the setup, or do I need 2 Android 5 phones with service to make this work?

if you are going to use calling, you need an active phone number.  that said, a google voice number will work, its free and will work over wifi.  that is what I used when I setup alexa calling.
