If I deactivate my mom’s cell that she doesn’t use, can she still use her Alexa?

We switched carriers and didn’t import her number. She NEVER even looks at it and doesn’t know how to answer it. All she is getting are SPAM calls. We are going to disconnect it from cell service, but won’t if it is needed to use her Alexa Show. That’s the only way she talks to anyone now. I have looked and only see answers regarding cellphones and setup. She has been set up and has the app on her phone, that I monitor.

You don't and never did need to have a cell phone to use Alexa/Echo devices.

Using a smartphone to set up an Echo device was just a bit easier than without. But it is not a requirement.
