Is it possible now (if not I. The near future) to control all play devices using echo?  Specifically, I want to be able to control a gramohone and smart speaker device. Both use allplay.

Gramophone plays turntable correct? In that case, Alexa can't do that in the future, a robot can though.  ;D

Actually  it might be possible now depending on what you mean by play.
If play you mean simply start it working by powering it up then yes.
Plugging in the gramophone to a smart outlet module like a wemo outlet and enabling the skill will allow powering on/off with Alexa
