That's strictly software implementation and the OS, Alexa, should clearly respond regarding music status because that would help Amazon sell subscriptions. I think the primary reason Alexa doesn't respond clearly is because they are having trouble with their plan to monetize the Amazon Music Unlimited subscription service (and music offering from a general perspective)--or they simply don't have a plan (beyond something ridiculously basic).
