"Mother is not available" Echo Drop In

Hello - I am desperate!  I have spent hours trying to get Drop In to work on my Mum's Alexa so that I can Drop In on her. I just cannot do it (I am in my house and she is in hers so I am trying to do it remotely, which is never easy).

She has:
Done a full turn on and off of her Alexa and her iphone
Shut the app and opened it again
Enabled herself through Conversations, Contacts
Enabled me to Drop In (and I get the notification that she has done this)

But again and again when I try to Drop In on her, it just says "is not available"
My sister gets the same message so I think it's something at my mum's end.

Please please help! What really obvious step am I missing???

thank you for asking - and sorry, I should have said.

1 - I am in the UK and so is she
2 - yes, she can. This is all wrong! I want to snoop on her (I mean check up) - not the other way round!!!
