why won't alexy play Hotel California by Gipsy Kings?!?

Because Amazon does not have licenses to every song, even if it has some from that artist, but not others.

That could happen similarly on Spotify, et al.  It isn't the fault of the Amazon Echo device per se (or your, um, Russian "alexy" device).  You won't be able to hear it on your computer or other stand-alone device (Ipad, smartphone, PC web page, etc.) either if the music service doesn't make it available for copyright or other reasons (e.g., low seller/revenue or low demand).

My other just-for-fun answer would be possibly because you're spelling "Gypsy" with an "i."   hehe hehehehe
