Cannot add user to household

I follow the online/onscreen instructions.  Entered the other users Amazon information, click verify.  (If wrong it tells me)  Then it verifies and goes to   
Welcome to Amazon Households
.........
yadda yadda yadda


by tapping join household you agree  yadda yadda

Click Join household  Then it goes back to settings menu.

No user has been added, Alexa says there is only one account (Mine)  And it does not list anyone else under household accounts.

I have tried this several times, even restarting, no such luck.

Help!

Let me add that I am not the main Prime account holder, but do pay for Amazon Prime music on my own.

The person I am trying to add is the Prime main account holder.
I don't see how this matters in adding users, but want to put all the info I have out there in hopes of someone being able to help.
