Some ohter options:
Either use the website, try another phone, try another account on your phone, or sideload the apk (android only, and at your own risk).

There is no app for the pc.  There never was and never will be. Most likely what you had was a shortcut icon to the web page at http://alexa.amazon.com

AS Stated above... You only need have an Amazon account and a link to Alexa.amazon.com

It will require you to sign in using your Alexa account and then you can control your Echo as normal. There is NO APP. It is a web page you can save as a shortcut or book mark or whatever your system calls it.

You can only set up an echo through the PHONE APP, no matter what kind of phone you have, be it Android or iPhone.
2 Echo Dots 2nd gen
2 echo dots gen 3 (no clock) -2 Echo Dot 3rd gen with Clock
1 echo dot Gen 4 with clock
1 Echo Spot
4 10" Fire Tablets
1 15' Echo show
23 Hue Lights 1 Hue bridge - 1 Amazon Smart plug outlet
One Ring Doorbell Pro
4 cell phones with Alexa app installed!
You should see My Apple Device List!

You CAN setup an echo using a laptop/pc.
I believe I had to connect my laptop to the echo using wifi, so a pc without wifi probably wouldn't work. But try these steps (not sure if they are still 100% correct/current as I haven't needed to setup an echo without a screen for some time).

  • Go to https://alexa.amazon.com in your browser.
  •    If you're not already logged in, hit log in.
  •   Plug in and turn on your Echo.
  •   Wait for the Echo's ring light to turn orange. The Echo should appear in the Alexa web app, as it's was automatically attached to your Amazon account when you ordered.
  •    Hold down the action button on the Echo for 5 seconds.
  •    In the web app, click on settings.
  •    Select set up new device.
  •    Choose the type of Echo you have.
  •   Select your Wi-Fi network in the web app.
  •    Click connect

After a few seconds, your Echo will set up and you can begin talking to it!

I've been almost a year and a half since setting up a new device... I don't remember being able to set them up with the web app at the time. I do remember them being set to your account already... but not set to your wifi unless you had your wifi password saved to Amazon severs... Is this something that has changed or is it something I missed? Sorry for the misinformation provided above. Evidently setting up the new device is a web thing too. My mistake.

I don't get it. Once you set up the echo you can use it with or without app. I don't get the icon problem. It has nothing to do with using the echo once you already set it up.

I can confirm you can install/setup an Echo device without an Android or Apple device.
I did so long time ago and I only had PCs and Windows Phones at the time (there is no Alexa app on WP).
It's one thing I like about Amazon compared to Google : in order to set up/configure a Google Home, you HAVE to own an Android/Apple smartphone/tablet otherwise you're screwed!
Google does not provide a website like Amazon does with https://alexa.amazon.com
For some features on the Echo, you do need the app on an Android/Apple device though (calls, routines, etc...).

Yes I set mine up my first Echo on the computer when they first came out as I did not have access to the app. in Canada.
