Unable to make new or edit Playlists

I cannot seem to find a way to make a new Playlist or to edit the one playlist that I made a long time ago.

The HELP on Amazon says to look for "three dots" for a drop-down menu. But I cannot find it or for technical reasons, it is not there.

Am I in the wrong place? See the link below to see what I see.
