Hue lights behave strange with Echo Plus

Hi. I have an Echo plus. I also have a hue bridge.  Anyways, when I ask Alexa to turn on the lights it behaves awkwardly.  The lights cycle through a number of setting until it hits something apparently random. Shouldn’t I just be able to say Alexa turn On bedroom lights and it turns on the lights to the last setting?

Could this be a conflict between the echo plus hub and the hue hub?  How do I know which hub is being used?  Can I disable the echo plus hub?
