Notification after power outage

Is there a way to create a routine to notify in my cellphone that the power went back after an outage?
Of course, when the power fails, everything is disconnected. When the power went back, Echo Dot will re-start and after that must have a way to create a notification. The sequence should be like this:
-   Power outage and everything power off, including Alexa;
-   Power went back and Alexa is reconnecting the WiFi and Internet;
-   In this moment (or after it) Alexa should create a notification like this: “Alexa was reconnected” or anything that you want to write.
