I had this same problem using the iPad amazon alexa app. I finally switched to the Android app to do setup for an echo dot. These software problems are not necessarily simple to replicate, diagnose and resolve. It helps if the problem is reported along with app version, platform, and environment such as single device or multiple alexa devices. In many cases, individual experiences vary depending on configuration setup and existing device settings. One person may report a failure and another reports that there is no problem. Both postings may be correct, but that does not mean there is no problem if the right set of conditions are in place. Software is more complicated to debug than say a non working light bulb.
