I'm wanting to put a smart bulb in the bedroom lamp, but the Dot is in the livingroom of my one level condo with concrete walls. Will this work without shouting across the apartment in the middle of the night?

yep, you are going to have to yell.   Plenty of sales for echo devices from now till the end of the month, might as well get another one.
