Can you set up Echo without the App?

Basic question, can you set up Echo using the website instead of downloading the App?

The reason why I want to do this is my parents have an old Iphone 4 as their cell phone. They can't update the OS in order to get the bare minimum the app requires. They do not want to upgrade their phone but want to get the Amazon Echo.
I live away from home and already one at my house and can't just set it up using my accounts.

Is there a way to make sure the Echo works without downloading the app?

I posted this then remembered that Amazon has a support line.
I called them and they said I could set it up using a web browser.
