Can dot control smart lights if I also have plus

So I recently got an echo plus and I love it. I use it for music and controlling lights. I have it in my bedroom upstarts and only control my bedroom lights. So I want to get an echo dot or two for downstairs to control those lights. From what I've read you need a hub to communicate with the lights. But I known the echo plus has a hub and can communicate with lights directly . So my question is can the echo dot control lights if it's in the same house as The Who plus that's acting as a hub?

all the echo devices are connected to your amazon account.  the echo hub will set up the bulbs on your amazon account cloud so other echo devices like the dot will see the info and obey commands.
