Alexa does not discover any devices, even after it's been linked

We have the Ablue Smart Socket plug that is plugged into a lamp, and tv.  Smartlife app downloaded and Alexa Skills enabled for both & linked, but Alexa (echo dot) cannot seem to discover any devices.  Wifi is on the same network on all.  It works without the Alexa voice command.
