Why would a phone call out of Alexa (2nd generation Echo) make the answering cell phone give this message? Note that the cell phone never rings and does not go to voicemail.

If that cell phone is dialed from another phone (not Alexa) it rings normally.

Are you trying to call your own mobile number to test this? I understand that the caller id also uses your mobile number and it’s possible that this is confusing the network and you are getting put through to the voicemail system to retrieve your messages. I’m in the UK and so cannot call phone numbers yet but I believe there is an option to stop it using your number for caller id. Try setting that and see if it helps.
