On the home screen I have a green line drawn around the time or the temperature.  I cannot swipe down on the home screen.

WHAT home screen? Echo spot, echo show, website, aondroid/apple app......?

Better post a screenshot/photo.

I wonder if it is some sort of notification on the Echo Show?  Maybe try asking "Alexa what is my notification?"
