Question about Alexa App

I have the app on my Iphone to turn on/off light, etc...  Can the app be put on another Iphone and turn on/off the same lights?

Yes.
You do need to log in under the same amazon account, but you can put the app on as many iphones, android phones etc as you want, and you can also use the web interface.
