Using Alexa with laptop instead of smartphone

I understand that you can setup and configure an Alexa device using a laptop instead of a smartphone but some features would not be supported.
1. What are the Alexa features that won't be available if the Alexa app is installed on a laptop?
2. If my Echo was set up using a prepaid smartphone, can I move the Alexa app to a laptop and remove it from the smartphone?

once the echo device is working, it makes no difference what device the app is on nor do you even need one.   Itis only needed for settings.

for your laptop you can access alexa settings through your web browser or through the echo app downloaded from the microsoft store.   I do not know the limitations.
